Standard Operating Procedures for the Central library

Introduction:

 SGU Central Library aims to provide higher quality reading materials & service to the students and staff of the university. It's stated its function with a vision to serve the students and faculty with information needed for them.

Library provides uncompromising information and intellectual requirements to its students and faculty with a user friendly approach. It offers a fully integrated and dynamic environment for conducting academics study. Multiple copies of text books ensure that resources are easily available in reference section besides, it provides lending of books and journal back volumes, photocopying. CD DVD and internet service, Access E-resource Facility through QR Code, Inter Library Loan, E- Database searching Facility & Shodhganga, Shodhgangotri Database searching Facility etc.

  1. Purpose of Library books:

Standard operating procedure of approval for the book purchase. (Step-1)

  1. All the HODs of the departments are communicated to raise their requirement for books based on the syllabus to the library.
  2. Recommendations are checked by library for duplicate, availability, editions etc.
  3. Approval is taken for the recommended books by librarian and approximate expenditure amount are reported to the competent authority.
  4. Depending on the requisitions raised, vendors are selected.
  5. Quotations are asked from 3 different vendors which are compared and evaluated for best price.
  6. Comparative statement is prepared and sent to the approval.
  7. Finally, sanction is taken from the authority for purchase.

 Order placement and physical verification of Purchased books (Step-2):

  1. Placing the order of books  if satisfying the terms and condition of the library.
  2. Submission of Challan by vendor along with the books.
  3. Physical verification and checking of books received against the order.
  4. After verification submission of bill by vendor to the University account section.

            Processing of the Bill (Step-3):

  1. Accessioning of books in the accession register of library.
  2. Cataloging entry is done in the library software.
  3. Finally, the bill is processed and submitted to account section. through principal for release of payment.

            Technical Process (Step-4):

  1. The books are stamped with library stamp for identification as library property.
  2. Physical processing of the books including pasting of due date slips, placing the bar coded tags, numbering and stamping is carried out.
  3. The books are placed in the appropriate departmental shelf in the library and the CDs DVDs are placed in the technical section.

Standard operating procedure of approval for Administration:

  1. The library formulates certain polices, Guidelines, Rules and Regulations, Terms and Conditions and Performa form etc. for the smooth functioning of library affairs. These        are amended from time to time as and when any development takes place.
  2. The library manages the registers and files to maintain library records.
  3. Accession register, reference books & journals purchase etc.
  4. Free books accession register, digital resources, Database subscription.

B.      Circulation Rules

  1. Borrowing Facilities are given only to the member of the library. Books are issued on the counter on presenting the identity card along with Library membership Card.
  2. New Books can be issued only after technical processing has been completed.
  3. Journals, Magazines, Reference Books, Rare Books & Manuscripts will not be

    8. If any student found indulging in the process of book hiding, stealing, or mutilating, he/she will be fined as under,
      1. For hiding a book minimum fine will be Rs. 200/- along with suspension of library membership for a period of one month. On the reoccurrence of the same act, minimum fine will be 400/- along with termination of library membership for life time.

For damaging a book, minimum fine will be Rs. 500/ along with direction for replacement with same copy of the book damaged as well as suspension of the library membership for a period of one month. On the reoccurrence incident, minimum fine will be Rs. 1000/- along with termination of membership for life time.
